Abstract
The author of the article emphasises the problem of the actual functioning of the institution of criminal-administrative collegium at the presidiums of national councils. The author analysed the files of cases from 1965 that ended in a final verdict, observed the trials held at the collegiums in 1966, interviewed collegium presidents, the relevant prosecutor's offices and the Civic Militia stations, and studied the conditions and organisation of the collegiums' work. The aim of the paper is to present the existing practice in the collegiums and to state how the criminal-administrative collegiums interpret the existing legislation and how they resolve situations that are not precisely regulated.
