Abstract

The Act of January 18, 1996 on physical culture provides no guidance as to how “technical and disciplinary rules” should be understood. In the author’s opinion, technical rules can be defined as the rules of competition in a given sport (e.g., the rules of soccer), and violations of such rules should primarily result in appropriate responses from the referee of the sports competition, and only then, with a qualified violation of the technical rules, in disciplinary liability.
