Abstract

The resolution of the Sixth Congress of the PZPR (Polish United Worker’s Party) stated that “the law must be clear and comprehensible to all, internally consistent and uniform, without gaps but also free from excessive detail. In those areas of law, which regulate the relationship between the official and the citizens, the principle of enquiry for the citizen must be pursued with consistency." Does this raise the problem of how to introduce the outlined demand into our legal system? The author analyses, among other things the importance of the constitution as the highest-ranking piece of legislation, providing the basis and starting point for all other legal regulations in the state. Another fundamental issue addressed in the article is to ensure the coherence and uniformity of the legal system. Moreover, the author addresses issues of institutional guarantees of compliance with the law and, in particular, the control of the legality of decisions of administrative bodies. The political climate in the power-citizen relationship depends crucially on its proper regulation.
