Abstrakt
Autor artykułu rozważa pojęcie skarbu państwa w realiach państwa socjalistycznego. Próbuje odpowiedzieć na pytanie jakie właściwie znaczenie ma ten termin w kontekście socjalistycznego prawa finansowego. Autor przedstawia różne koncepcję dotyczące rozumienia tego terminu takie jak np. jako określenie majątku państwowego, własności państwowej, zasobów budżetowych państwa. Ponadto wyróżnia cechy pieniężne i niepieniężne pojęcia oraz przytacza dokonania radzieckiej doktryny prawnofinansowej, która odrzuca pojęcie Skarbu Państwa uznając je za zbędne i wprowadzające chaos w systemie prawnym krajów socjalistycznych, w których naczelną zasadą jest zasada jedności władzy i własności państwowej.
The author of this article considers the concept of state treasury in the realities of a socialist state. It attempts to answer the question of what the term actually means in the context of socialist financial law. The author presents different concepts regarding the understanding of the term such as as a term for state assets, state property, state budgetary resources. Furthermore, it distinguishes the monetary and non-monetary features of the concept and cites the achievements of Soviet legal and financial doctrine, which rejects the concept of the State Treasury, considering it redundant and confusing in the legal system of socialist countries, where the guiding principle is the principle of unity of state power and ownership.
